One of the core missions of the Devawongse Varopakarn Institute of Foreign Affairs is to provide academic services to government officials and public sector personnel in order to enhance their English language proficiency for work in international affairs, particularly on the international stage. As part of this mission, the Institute offers the Oral Communication Course (OCC), which focuses on developing English language skills for presentations, public speaking, and basic participation in international meetings. The course combines theoretical learning with practical training to ensure that participants can apply their newly acquired skills and knowledge effectively and confidently in their work. The training took place from March 4 to March 31, 2025, with a total of 120 hours. The course numbered 26 participants, at the Professional level or higher, from 18 government agencies.

In addition to classroom training, the course also included a study visit to the National Agricultural Extension and Training Center (NAETC) at Kasetsart University, Kamphaeng Saen, Nakhon Pathom. During this visit, participants attended a seminar titled "Thai Rice at the Crossroads between Collaboration and Competition," which provided an overview of the Thai rice industry's current trajectory within the context of international competition and cooperation. Participants had the opportunity to ask questions and exchange ideas during the seminar and engaged in hands-on learning activities on four different rice-based products.

Furthermore, participants took part in a practical English workshop (OCC Workshop) in Nakhon Pathom for three days. The focus of the the workshop was on enhancing communication skills, collaboration, and confidence. On the final day, March 31, 2025, participants engaged in
a simulated international meeting, applying the knowledge and skills they gained throughout the course and practising negotiation and the formal language of international meetings.
