The Devawongse Varopakarn Institute of Foreign Affairs (DVIFA) is organising the Intensive English Language Course for Officers from the Lao People’s Democratic Republic (IELC) for 17 officials from the Lao PDR in Bangkok from 17 to 28 August 2026. The course aims to strengthen participants’ practical English communication skills for engaging effectively in international meetings and seminars. The curriculum covers public speaking, delivering statements and presentations, note-taking, summarising key points, report writing, speechwriting, drafting and presenting papers, and serving as a master of ceremonies or session moderator.

On 18 August 2026, Ms. Kanokluck Bhosai, Minister Counsellor and representative of the Director of the Devawongse Varopakarn Institute of Foreign Affairs, welcomed the participants from Lao PDR and presided over the opening ceremony. In her remarks, she reaffirmed the DVIFA’s commitment to providing this tailored training course under the Memorandum of Understanding on Academic Exchange and Cooperation signed in 2020, which reflects the strong partnership between Thailand and the Lao PDR in the strategically important area of human resource development. The IELC has been specifically designed to meet the practical needs of diplomats and officials working in an international environment, with an emphasis on practical and active learning through real-world diplomatic scenarios. On this occasion, she also highlighted that this training course would further strengthen the close and cordial ties between Thailand and the Lao PDR.

The IELC is part of a short-term training initiative for the Lao PDR under the 3rd Thailand - Lao PDR Three-Year Development Cooperation Programme (2026 - 2028) in the field of human resource development, supported by the Thailand International Cooperation Agency (TICA).
